A cell-phone video, showing a suspected robber screaming in pain as an alleged police chief yanks on a rope tied to the victim's genitals, has sparked outrage in the Philippines. This is not the first time police in the country have been criticised for brutality, but the public has not before seen such an incident caught on tape. It is unclear when the tape was shot, but a local televison station broadcast it on Wednesday. The newly elected government government in Manila, the capital, has relieved 11 officiers from duty and is investigating. Al Jazeera's Marga Ortigas reports from Manila. 15th August 2000 A man lies down to die. He is strapped to a bed and his left arm is punctured with a crude yet fatal drip. He is not alone. Over 1300 prisoners in the Philippines are on death row, awaiting their lethal injection. Among them are women and even children. The rising number of executions is part of a crackdown on crime -- Zero Tolerance Filipino style. The man in charge of this campaign is Ping Lacson of the Philippines National Police. He was nick-named Dirty Harry when he broke a big gang of Manila bank robbers and took no prisoners. Instead eleven suspects were shot dead in suspicious circumstances. "I would rather be feared than loved ... as long as I get things done", he says. And he is getting things done. In his first six months petty crime is down 30 percent and drug arrests have doubled. While politicians score points, human rights activists and leaders of the Catholic Church call for an abolition of the death penalty. Tuesday's ABS-CBN footage, shot with a cell phone camera, showed a naked and bound man, grimacing apparently in great pain on the floor of what was described as the precinct station on Asuncion Street in Tondo district. A man identified as Senior Insp. Joselito Binayug, the precinct chief, was tugging at a string tied to the genitals of the victim, who remained unidentified, each time he failed to answer questions. ABS-CBN said the man later died. Details on the victim have not been officially released. The Philippine Daily Inquirer tried but failed to get a comment from Binayug ...
