| Guingona tells Bolante that memory could be his reliable source Nov 18, 2008 | Mich109 MANILA, Philippines – Teofisto Guingona III, Bukidnon Representative, rebuked Jocelyn “Joc-joc” Bolante, former Agriculture undersecretary, assuming that Joc-joc chose to have a convenient refuge in his memory.Guingonan said these in a House hearing wherein Bolante was not able to answer him clearly when asked about where the P728-million funds have originated. Guingona advised, sarcastically, Bolante to be given another 2 years to review his document for he said that Bolante’s memory is his convenient asylum. In an interrogation to Bolante, Guingona question him if the P728-million fund was from the P970-million that was not used and was carried over to the 2004 budget. The 2004 budget was a repeated budget. Bolante answered that he cannot really ascertain everything. He said that he cannot clearly remember the exact figures from the budget. He was only sure that the budget came from an unreleased fund that came from high value crops and commercial corns. He added that he must still go back to the records to be sure. Jocelyn “Joc-joc” Bolante is the accused mastermind of the P728-million fertilizer fund scam that was said to be transferred to the current president’s campaign fund last presidential elections. Bolante told that the funds were unused and that they can still be used for they still have its lifetime for two years. He added that 2004 elections have passed when the fertilizer funds were released. In this, Guingona said that repeated budgets can be a sign for the Congress’ indolence. In turn, evil acts can be created. He said that there is a need for reformation to prevent future crimes and crime attempts for them to not be iterated. COMMENTS |
