MANILA, Philippines – A Bulacan representative denies that she has not receive funds from the Agriculture Department, contradicting the list in which says that she is part of the fertilizer scam and benefited from it.

Lorna Silverio, Bulacan Representative, released a statement that her only part in that program was only to specify those who shall benefit in the project at her district.

Lorna Silverio stated that no fund was released to them and that she has only identified the municipality who shall benefit and that it was then been given to the Municipality of Angat, Bulacan.

Silverio tells that the project has been finished long after the elections that took place on May 2004. Silverio’s name was in the list of the Department of Agriculture’s beneficiaries that has been passed to the Department of Budget and Management.

There are 105 congressmen, 53 provincial governors and 23 mayors that have been listed in the P728-million fertilizer program in the extension that has been attached to the Department of Budget and Management’s Special Allotment Release Order (SARO).

Florida Jimenez, director of Commission on Audit, claimed that the recipient of the actual program is different from the list in the SARO. This was stated by Jimenez in the first House hearing.

Jocelyn “Joc-joc” Bolante, former Agriculture undersecretary, specified 3 congressmen who he claimed to have asked for funds during the hearing on Senate Blue Ribbon Committee.

Those whom Bolante mentioned to have asked for funds are as follows: Nanette Daza (Quezon City Representative), Eduardo Zialcita (Parañaque City Representative) and Frederico Sandoval (former Malabon City-Navotas Representative)

Quezon City and Parañaque City Representatives, on the one hand, said that they had shredders and not fertilizers for their district.
