MANILA, Philippines – Edcel Lagman stands to oppose any move to pass the amendments on the 1987 Constitution before the expiration of the President’s term in 2010. Edcel Lagman led the group that opposed the impeachment complaint against the current president, President Gloria Macapagal-Arroyo.

Edcel Lagman, Albay Representative, requested to his fellow in the majority coalition to be aware of the possible motives to why a charter change would be pursued this time. Lagman has been urging PGMA to stop the Cha-cha that might be led to perdition.

Edcel Lagman iterated that he has not and shall not be signing bills and resolutions that would pass the Cha-cha before 2010 elections.

Edcel Lagman further said that propositions for a change in the constitution by 2009 will be too late and shall only bring forth serious hunches that may open up hidden agendas and stimulate unreasonable dissentious opposition.

Lagman stated that despite the fact that he is in the majority coalition, he will not sit still and do nothing about the close upheaval that is made by the talks about the amendment of the 1987 Constitution.

Different groups have declared their resistance over the Lower House efforts of reopening the push of a Charter change. Some sectors supposed that after the dismissal of the impeachment complaint, the administration now has its focus on opening initiatives on a Charter change.

The House Justice Committee has junked the impeachment complaint by 42-8 votes, thus, making the complaint “insufficient in substance.”

MANILA, Philippines – Regardless of the different viewpoints on the last impeachment complaint, Matias Defensor, Quezon City Representative, declares that he will be against any move of the Lakas-CMD (Christian Muslim Democrats) to oust Jose de Venecia Jr. Pangasinan Representative, from the said political party.

Matias Defensor said in a press conference that he has nothing against Jose de Venecia Jr, former House Speaker, regardless of his negative remarks against President Gloria Macapagal-Arroyo, who is also the current chairman of the Lakas-CMD.

Defensor stated that he has nothing against the former Speaker. He said that JDV has also contributed a lot to Lakas-CMD. He reiterated that he will be one of the first men to stand up for JDV.

Prospero Nograles, president of the Lakas-CMD, announced on a Wednesday that the party will be conducting an executive meeting that shall talk about Jose De Venecia Jr’s condition on Lakas. The meeting shall be held next week.

However, Prospero Nograles told that he will not be he one to preside over the said meeting. He said that Juan Miguel Zubiri, Lakas-CMD’s secretary-general, and Feliciano “Sonny” Belmonte Jr., Quezon City Mayor, shall be the ones to most likely head over the executive meeting.

Nograles said in an interview that he does not like to preside on meetings that shall be focusing on those kinds of issues out of his propriety.

Jose d Venecia Jr is one of the proprietors of the last impeachment complaint to have been filed against the current president, President Gloria Macapagal-Arroyo, which has been declared to be “insufficient in substance” by the House Justice committee.

MANILA, Philippines - According to Ermita, President Gloria Macapagal-Arroyo still expresses her high support on the movements and amendments of the 1987 Constitution. She particularly wants to make changes on political structures and economic provisions.

On the weekly press release on the Malacañang this Wednesday, Executive Eduardo Ermita stated that the support that the President gives regarding the charter change is nothing new for that has already been a part of the platform that PGMA presented on her presidential campaign last 2004 elections.

Ermita said that they are not really against the president's support for the charter change. He said that it is only important that the Palace shall make no effort to push for the amendments in the Constitution.

According to Ermita, our country really needs amendments on the Constitution to have a move forward. He added that economic provisions should especially be considered when amendments are made.

Ermita expressed his feelings that PGMA's critics always associated the moves for a charter change was due to her wish to prolong her term of office.

Eduardo Ermita argued that there is a need to develop our economy and also our political system through changing our Constitution.

PGMA iterated the amendment of the Constitution as one of her major subjects when she was then running for her current seat. Also, President Arroyo brought up her wish for a charter change in three of the SONA's (State of the Nation Address).

PGMA has been vocal to her desire to have a charter change when she was running for the president's position last election. She declared that her party's campaign platform has plans to change our current government status into a parliamentary - federal government. She said all these right before she submitted her certificate of candidacy.

The president said to her supporters on the 5th of January 2004 that the country has progressed a lot but there is still a need for profound changes in the current political system.

CHICAGO, Illinois – Jesus Dureza, Secretary of the Philippine Press, said that the Philippine government would soon continue on talking things out with the MILF (Moro Islamic Liberation Front).

According to Jesus Dureza, President Gloria Macapagal-Arroyo assured Condoleeza Rice, US Secretary of State, that the government is now ready to again make negotiations with the MILF after they have consulted the stakeholders in Mindanao and also the communities that have been affected by them. This was said by PGMA on a Saturday meeting at Lima, Peru in connection with the (Asia Pacific Economic Cooperation) APEC Summit.

He said that Rice called for PGMA to talk about the situation regarding the peace process with the MILF. He said that the president reiterated its new plans in acting on the peace talks between the government and the (Moro Islamic Liberation Front) MILF that is founded on reliable consultations and not by the forces on the army.

Dureza further said that PGMA expressed her thankfulness to the support that the United States have continually been giving, through Rice.

He added that there is a high probability that the interviews with the stakeholders as assigned by their new plans would soon be finished.

Dureza also said that new announcements regarding the recommencement of peace talks between the MILF and the government. In this, PGMA repeated that their point that the affected communities will first be secured and that the responsible factors of MILF be taken care of.

Jesus Dureza told that there are high hopes that the current multi-sectoral consultation gets to have its positive results by or before December for the government to smoothly provide the needs of the affected communities in Mindanao and also to those families that lost their homes.

MANILA, Philippines – Prospero Nograles, current House speaker, cleared that the House of Representatives shall be transparent on the actions that they will do regarding the Charter change.

Prospero Nograles said in an interview that the House will be putting up debates to further analyze the proposal.

Nograles further explained that they are always up for transparent and subjected investigation in connection to certain issues. He said that they must conduct public debates for the benefits and hindrances of the issue to be cleared out.

There have been attempts done to present a Charter change. Those attempts can be considered successful for having 150 congressmen to back the filed resolution. This was Luis Villafuerte, Camarines Sur Representative, which was to be seeking to call together the Congress and have a constituent assembly.

For their part, critics have considered that as the Malacañang pushes for Charter change that aims to exhibit economic reforms on the 1987 Constitution, they said that there could be a lot of change that may then also be introduced when the time comes that a constituent assembly is then convoked. One of which is the reform on the term limit of the president.

Prospero Nograles then said that the current action to carry out the Charter change on the House of Reps is not focusing on the extension of PGMA’s term of office.

He added that there is no proposal that seeks to prolong anybody’s term of office. He also said that if ever the proposal gets to be carried out, this cannot be automatically used by those who shall have their terms expired on 2010 but in turn should be awarded to those who shall take over their place.

Prospero Nograles, House Speaker, has also proposed and registered House Resolution No 737 that aims to improve the provisions regarding foreign investments. This has been supported by 163 members of the House.
