MANILA, Philippines – It was said by Senator Aquilino Pimentel Jr. of the House Committee on Justice that the impeachment complaint that was filed against current President Gloria Macapagal-Arroyo has a high possibility to be junked when the hearings resume on Monday.
In a radio report, it was said that Senator Pimentel thinks that the complaint has a high possibility to be dismissed and junked immediately even though the House leaders have assured that the case would be studied thoroughly.
Senator Pimentel stated that Jose de Venecia III’s impeachment complaint was already “dead on arrival” when it has been filed. He said there are no substantial supporters to back up the impeachment complaint of de Venecia and his advocates.
Senator Francis Escudero, stated on his opinion that there must first be a consideration on all documented evidences that supports the impeachment complaint before the House committee decides whether the case will be pursued or void.
Matias Defensor Jr., Quezon City Representative and House Justice Committee announced that he is expecting the committee to vote whether the impeachment complaint is substantial or not by next Wednesday.
The impeachment complaint has already been considered as “sufficient in form” on November 18 but will still have to be furthered studied.

MANILA, Philippines – The Committee on Justice of the House said that there is a possibility for them to settle upon the impeachment complaint against the current president, Gloria Macapagal-Arroyo, on Wednesday next week.

Matias Defensor, Committee on Justice Chairman, said that the House would be discussing about the advantages and disadvantages of the impeachment complaint from the minority and majority bloc for the next two meeting that they would be conducting. It was said that the decision would be finalized by November 26.

The scheduled hearing of the House regarding the impeachment complaint was put on hold on Thursday when the minority congressmen called for it to be rescheduled for Monday the coming week.

Senator Miriam Defensor-Santiago stated that the opposition congressmen are supposed to provide evidences that would support the adequacy of the complaint on the hearing that is to be conducted on Monday.

After the minorities’ presentation finishes at the day’s end, the administration congressmen will present their side the next day to oppose the evidences.

Senator Defensor also stated that only after both sides are heard could the House determine if they could declare that the complaint is sufficient in substance.

Jose de Venecia III’s impeachment complaint was announced to be sufficient in form by the House Justice Committee last Tuesday.

MANILA, Philippines – It was said by a Philippine National Police (PNP) official that it is normal for police officials to bring their spouses in the Interpol assembly that took place in Moscow.

In the House Public Order and Safety Committee’s hearing regarding the Moscow cash scandal, Romeo Ricardo, PNP Director for Plans, admitted that the spouses of the participants are really invited to come over to the event’s social program.

Romeo Ricardo attended the Moscow event together with Eliseo dela Paz, retired PNP comptroller. Eliseo dela Paz was put on hold with his wife at the Moscow airport for carrying an undeclared amount of P6.9 million or 105,000 euros that was too much on the allowable amount to be carried along.

Romeo Ricardo pointed out that it has not been really a common practice to take wives along to foreign trips; however, he said that Interpol assemblies are different. He stated that the spouses are invited for the assembly for social programs.

Among the eight PNP delegates to have attended the Moscow conference, it was reported that six of them have brought their wives. Jesus Versoza’s, PNP chief Director General, wife was included as the ninth delegate of the PNP to the said event.

The issue of enlisting Cynthia Versoza, Jesus Versoza’s wife, was pointed out by Teodoro Casiño, Bayan Muna Representative. In this, Romeo Ricardo said that it was done only for accreditation purposes. He said that it has been done to inform the Interpol organizers that the PNP chief’s wife attended.

Romeo Ricardo assured that Cynthia Versoza’s expenses were not covered by the PNP as what the allegations have said.

MANILA, Philippines – Teofisto Guingona III, Bukidnon Representative, rebuked Jocelyn “Joc-joc” Bolante, former Agriculture undersecretary, assuming that Joc-joc chose to have a convenient refuge in his memory.

Guingonan said these in a House hearing wherein Bolante was not able to answer him clearly when asked about where the P728-million funds have originated.

Guingona advised, sarcastically, Bolante to be given another 2 years to review his document for he said that Bolante’s memory is his convenient asylum.

In an interrogation to Bolante, Guingona question him if the P728-million fund was from the P970-million that was not used and was carried over to the 2004 budget. The 2004 budget was a repeated budget.

Bolante answered that he cannot really ascertain everything. He said that he cannot clearly remember the exact figures from the budget. He was only sure that the budget came from an unreleased fund that came from high value crops and commercial corns. He added that he must still go back to the records to be sure.

Jocelyn “Joc-joc” Bolante is the accused mastermind of the P728-million fertilizer fund scam that was said to be transferred to the current president’s campaign fund last presidential elections.

Bolante told that the funds were unused and that they can still be used for they still have its lifetime for two years. He added that 2004 elections have passed when the fertilizer funds were released.

In this, Guingona said that repeated budgets can be a sign for the Congress’ indolence. In turn, evil acts can be created. He said that there is a need for reformation to prevent future crimes and crime attempts for them to not be iterated.

MANILA, Philippines – The C5 extension project mess this 2008 was said to be one of the factors that has led Senator Manuel “Manny” Villar to be ousted as the Senate President in a Monday afternoon according to Senator Manuel Roxas II.

In a radio interview, Senator Roxas was asked if the C5 extension road mess could be one of the reasons for Senator Villar to be ousted, he said that it really is a part of it.

Today, Senator Juan Ponce Enrile now replaced Senator Villar’s place as the Senate president. Senator Enrile was given 14 senatorial votes to have the place as the Senate president.

Roaxas admitted that he is supports the new Senate leader.

Senator Roxas said that he gives his full support to the new Senate leadership for a reason that he wants all the issues and scams to be cleared up once and for all. These messes include the fertilizer fund scam and the said C5 road project.

The said fertilizer fund mess is about the P728-million budget allotted for the fertilizers that is to be distributed to the poor farmers. Instead, it was reported to have been transferred to the campaign fund of the current president, Gloria Macapagal-Arroyo, in the last 2004 elections.

The alteration of the Senate leadership happened three days after the probe on the fertilizer fund mess was re-opened. This probe had Jocelyn “Joc-joc” Bolante, former Agriculture undersecretary, to testify for the first time.

He said that they are positive that the unity of the Senate will soon be reestablished especially in protecting the Constitution against amendments.

Roxas also said that the Palace has nothing to do about the developments that they have made. He said that the changes were brought about their internal issues.
